What is a propane refill valve?

I need to purchase a propane refill valve for a christmas gift, but I'm not sure what they are. I have found one on ebay from a seller named rushazzled. Is this what I'm looking for?

Call the nearest propane supplier. They will sell you one or tell you what you need.

it is usually already a part of the tank itself, however, the "new style' tanks have a different thread pattern, so you need an addapter to refill the tank which has the correct thread pattern.
