I am Satish from India. Answer to your question is that--
Money can be sent from anywhere to any Country.You cannot send directly through Money Order or so but you can transfer the amount from your account to the payee,s account where you want to send.
I think this is the best way for sending money.

If you have a bank account in phillipines, you can transfer money from your bank to any Indian National bank.
you just need the a/c no., branch & Swift code of the the receiver's bank.
That's It.
