In sociology hegemony refers to dominance but not direct dominance. Instead dominance works through politics, and ideology. In politics it might be one particular group that dominates the ranks of politicians, work in state bodies or work as heads of departments. They may have a close social network which allows friends to help each other get into position. Ideology works to make this situation appear natural and normal. That politicians should be from the same families or CEOs of powerful companies because they know how it works. People internalise that and don't question it. All the while this seeps through education and government. This is not a conspiracy the people in power are also influenced by ideology it was invented at some stage to rationalise to them their rule. Only when this fails do the powerful resort to direct power such as using violence and force. This is not to say people don't resist hegemony there are always those who resist such as communities that are affected by privileged politicians making decisions. This leads to the questioning of norms about how politics works. Should the people not be the experts since they know what they want? This generates counter-hegemony i.e. rationalisations of new structures politics where locals might get a say.
