An ineffective lawmaker will remain in the position for a long time when he should have been replaced already,

The disadvantage would be that any House member or Senator who tried to stay beyond their term would be escorted out of the capital building.

"You don't work here any more. There's the door, now get out."

What kind of nimrod would even try to stay beyond their term?
