From the symptons you are giving, it could only be one thing.............the brake caliper is sticking.

depending on the yr it could be a siezed caliper or wheel cylinder, it could be a siezed park brake cable,possibly a siezed wheel bearing.get it to a shop and checked out

It sounds like the brake has locked up

readjust and the rear shoes and clean the other mechanical parts with some brake cleaner.
