There's not much you can do I'm sorry to say unless you want him to make you stay away. If you can catch him hitting her and the cops come at the right time, she wouldn't have to file changes to have him jailed but, will she get out then or, stay out?
You see, she is just as guilty by staying there with him. The kids will get hurt one day or she will get seriously hurt, but she's the one that has to act.
As a former cop I was involved with a number of these incidents. The woman always goes back, it's the same thing over and over until one of them gets killed or hurt. Don't you ever read the news. There's at least five of these murder trials going on right now. Man, stabbed five times by spouse, woman beaten to death, etc, etc.

Keep a record of every time she says something about it or you notice something. The next time you see bruises on her, take pictures. Keep in close contact. When she is Finally ready, with your help, he will go to jail and stay there for a good long time.

If you see bruises and know that he was the one who gave them to her, then you are legally obligated to call the police then and there.
If you do not, and something happens (like he kills her or one of the kids) then you might possibly do jail time for not speaking up. Not to mention how awful you will feel because you were silent.

The best thing to do is let her do her own thing. She will eventually get tired of it. And when she does be there to support her, because she is going to need it.

sooner or later he is going to hit the kids too. tell her that she could be an accessory to child abuse because she knew he was violent and the courts could take her kids away.

SHE HAS TO BE THE ONE TO MAKE THE DECISION...IF SHE SHOULD STAY OR GO, IN THE MEANTIME JUST PRAY FOR YOUR FRIEND AND HER CHILDREN...THAT SOMEHOW SOME WAY SHE GETS OUT OF THIS...BUT I MUST SAY TO YOU THAT THE MORE YOU TELL HER TO LEAVE...THE MORE SHE IS GOING TO STAY....B/C SHE HAS PUT IN NO EFFORT TO TRY TO LEAVE....SOMETIMES WE TRY TO HELP PPL AND ALL THEY DO IS PUSH US AWAY, SO THERE FOR YOU HAVE NOTHING TO FEEL GUILTY ABOUT B/C YOU HAVE TRIED...NOW ALL THAT'S LEFT IS FOR YOUR FRIEND TO LEARN AND SHE MUST LEARN THE HARD WAY....SORRY BUT THAT'S LIFE....JUST CONTINUE TO BE THERE FOR HER AND PRAY..

Use everything you have in your soul to get your friend away from him.
He won't stop.
