The Skulls are little bonus items that Bungie (the developers) secretly put into the game. Apparently there was a small group of people that put them into the game and didn't tell anyone about them. Bungie even denied them for awhile.
Anyways, each skull has a different effect on gameplay. There's one that makes the masterchief temporarily invisible, and another that makes all of your enemies invisible.
As noted, some skulls are helpful, others make the game more difficult. Most are only found on Legendary difficulty settings, and some are only found once you perform a series of events first.
Go here to find a comprehensive list of skulls, how to get them, and what they do:

The only gate issue I can think of was something where there was a gate switch off in the middle of the lake on Delta Halo. It's precisely where the switch is for the gondola in a later level. The switch doesn't do anything, but "frogblast" (a semi-famous halo trickster) is one of the only folks to get out there and trip the switch. He documented how he got out there, and I beleive there's even a vid of it.:

I'm a little surprised anyone's asking about the gate now, but.. I dunno.. If this isn't the "gate" you were wondering about, please give me additional info and I'll try and help.
Basically it was determined that triggering the switch did absolutely nothing, it's apparently a switch used in the next level.
Halo 2 loads the maps in portions, but when they originally make the map it's ALL there... when they deleted some of the some out of the delta Halo map, that switch somehow got left behind.
For awhile it was beleived that the switch opened something, and folks went nuts trying to hit the switch. Someone claimed that it opened up big underwater gates, but that person turned out to be unable to document it and was assumed to be lying.
That's how things go when you're part of a community like HIH (High Impact halo) folks make up stuff to brag about, but there's a WHOLE buncha' folks right there that can put your claims to the test pretty quickly.
It's definately going to be the place-to-be when Halo 3 is released.. Watch how fast the glitch reports start showing up, and how long it takes for them to figure a way out of the levels.
Anyways.. hope you enjoy those two sites, and hope they answer your questions.

i like the skulls! between the terrific easter eggs ever in a video interest. there are a number of and that they could purely be got here upon on mythical. They each replace something on the subject of the interest virtually all make the interest harder like, can't kill flood in a automobile or all enemies are cloaked. yet attempt those 2, they're surprising! in the 1st arbiter point as quickly as you get a banshee, fly down and pass close to backside. Then pass forward previous the failings until below a ledge you notice grunts dancing around a cranium. land and get it. sense the ability! now all head photos EXPLODE! wee! this is alot of exciting! and yet another point has a cranium that reduces the mass of all gadgets. now grenades throw you farther and hitting stuff makes them fly farther. very helpful each so often. all of them final until you turn the x-field off. in simple terms google... or Yahoo! halo2 skulls and a few websites should help understand approximately each.
