Get rid of the garbage, wash the walls and shampoo the carpets (or scrub and polish the floors), search for mold build-up in the kitchen and bathroom and then remove it. Most apartments smell bad because they are dirty, or have been for a very long time. Dirt creates bacteria, bacteria causes odour.
The problem may be inside the walls because of dampness (caused by leaky windows, roof). If that is the case, there is no way to fix the problem for free. It is major and not up to you. Talk to your property manager.
If you aren't paying for the heat, and don't have rain or snow to worry about, keep the windows open. At least you will get some fresh air in the apartment, and that has to smell better.

Buy a bunch of Eucalyptus branches at the local home store or where they sell dried and silk flowers that you can arrange yourself. They come in a few different colors too such as a dark and lighter green and a pretty shade of red and oranges. They smell wonderful and really make my apartment smell a lot better. I have a few pretty vases and I will usually buy a few fresh sprigs and branches to add to the older ones a couple times a year to refresh them. Also different potpourries are good to make your bath and bedrooms smell good. I also get a wonderful spice or pumpkin or apple pie type candle to burn in my kitchen to make it smell homey and spicey.

Simple, and Cheap! Baking Soda will do the trick.
Purchase several inexpensive boxes of baking soda at your local grocery store. Cut off the top of the box and tuck the boxes away in inconspctious places, (behind your plants, behind your dressers, etc). You can lightly sprinkle some on your carpet before vacuming.
Baking Soda will absorb the odors in your home. You home will smell fresh for under $5.00.
Good Luck

Cleaning the carpets with a steam cleaner and scrubbing the walls with a damp, soapy sponge will help. If you cannot scrub your walls, a fresh coat of paint will cover up past odors. If your apartment smells like paint, open the windows and the smell will past in a few days.

Other than that, get rid of pets. They're just plain dirty.

This is very inexpensive n natural...in a small cooking pot put about 2 cups of water n a few dashes of a spice u like (cinnamon, mint, etc..) simmer as long as u like just don't let it dry out. U'll hv a nice homey smell that lasts. I don't throw out the mixture every time, I just leave the lil pot on my stove n every once in a while add more spice/water. U can also simmer orange n lemon peels instead of throwing them out.

Good luck!

My grandmother always did this in her apartment when I was little and this is what I always think of when I think of her.
She use to spray cheap perfume or present perfume... that she wouldn't wear but something that she liked... she'd spray it in the air.. on the bed... on the couch and pillows... over the carpet... (area rugs) and not a ton... just enough to notice. Maybe go home and ask mom for an old perfume that she doesn't use anymore.. then have at the rooms... You'll never forget mother's day. ;)
