No they are not Actors but they have a few weeks to get ready for their show , they have to go to auditions and on screen testing , and very importantly they are told they can not shake hands with Howie Mandel , {he is obsessive compulsive } does not allow people to touch his hands , watch him next time , he will never ever shake any-ones hand , fist touching is as far as he will go , it is some what orchestra-ed as a show but is still all to chance as far as winning goes , and in my humble opinion is one of the best game shows,,

I suspect that everyone is screened and chosen based on what they have to offer to the show. This has been common practise since forever.
The producers aren't in it for any philanthropic reasons.
Ever since the debacle in the 50's I find it unlikely that producers would pull a stunt like that while advertising it as something else. Though I suspect that "Survivor" does some "payout" handpicking.
Remember - for every celebrity there are any number of individuals who could fill that role. (except for Jennifer Aniston )
The only differences are being in the right place at the right time or knowing the right people who are in a position to get you where you want to be.
Rarely will some schmo walk in off the street and become a Jimmy Stewart, Gregory Peck or Meryl Streep... but I digress :D
I will say one thing for the show - they know how to pick thier contestants. It is great stuff!

I don't think so but I do believe they tell them what to say like corny jokes before the taping of the show. It's not all scripted though it is a game show so actors/actresses are not contestants they have too much money as it is!!!

No, they do get made up before the show, though. Without makeup your face would glow on the camera making it look too unproffessonal. They also get told what to wear. Wouldn't you want to look your best?

I think before they get on stage they do their make-up and tell them what colors to wear ahead of time. I bet they already know they are going to be on it before they get "picked".
