The person who places the call pays the fee, but the cell phone person still uses up his minutes

The caller always gets charged long distance rates. The called party pays for airtime in the US. Anywhere else around the world, the cell phone user doesn't pay.

Hi there....

Used to get this question all the time. It gets very tricky in a roaming situation, so let's first assume that the cell phone you are calling to is in their home wireless coverage area. In that situation, you will be responsible for any long distance charges between you and the person you are calling.

Now... Let's say that the person you are calling is actually roaming outside of their home area and do not have a national plan. In that case, you will still be responsible for the charges to get the call from you to the person's home area, however that person is responsible for the long distance to get the call from their home area to the area in which they are roaming.

I guess it depends. I have Vonage, which has free long didstance to the U.S. and some other areas. So if the person has a service like that then they do not pay a fee, just the normal monthly charge. The cell phone user uses minutes, but if they have not gone over their minutes or if they have free incoming or if they have free nights and weekends and the call falls into that time period then nobody really pays for the call. :)

The caller pays for the call, but many cell phone providers include unlimited long distance in the package, such as cingular.

Caller pays for call, AND during prime time cell phone user gets ripped off in that his minutes is running up. I know nothing about Cingular; but Verizon and Sprint, they just love running minutes.
