That depends on what you mean...
If you want to Make a Wallpaper as in draw one yourself. Then youll need an image editing program like PhotoShop, or even MSPaint that comes with windows.
If you mean, how do you set an image as your wallpaper, then just right click on it and click 'Set as Wallpaper' (in windows XP). Or you can right click on your desktop and go to Properties. Click on the Desktop tab at the top and find the picture you want. If the one you want isnt on that list click Browse to search on your computer for it.

You can also make it using powerpoint. Save it as a gif or jpg.

To be honest many time it has proved to be more cheaper to buy it then it is to makes your own.
