I have one friend who refuse to add me into one site..we have been net friends for almost 3 years..does that mean that person doesn't care for our friendship?

I think this Scorpio is trying to push you away. That's how us water signs work. We hate confrontation, and we'd rather just cut the problem out and ignore it, leave it alone forever, and move on.
I think your friend may be pushing you away and not want your friendship :-/. Scorpios are tricky people. :(
