There are several theories:

1. Blue wavelengths are absorbed the least by the deep ocean water and are scattered and reflected back to the observer’s eye

2. Particles in the water may help to reflect blue light

3. The ocean reflects the blue sky

The blue that you see is mostly just the reflection of the sky. The surface of the ocean is quite reflective.

However, water is indeed blue-tinged a little bit. You can see this in a bathtub filled with water, or a swimming pool with white tiles. This is a chemical effect due to light scattering (blue light has a shorter wavelength, and therefore is more likely to hit a particle, while redder light has a longer wavelength and is more likely to squeeze between particles). It is merely the natural color of water, just like how oil is slightly yellow.

really its not blue the water is clear and im assuming whats in it which is alot of vivid colors that would make a person think it is blue because it does seems blue;good question something to think about

It is not blue.......it is actually void of color and the blue is the reflection of the sky.......you can tell that when the weather changes!!!
