Some people must listen to good logic and not blindly go through with the Mathematics. If the water rises, the boat will too. Boats float on water.

the water won't enter the boat because the ladder is attached to the boat vertically on the outside of it for stepping into the water. The boat will rise with the water.

I'm assuming there's a hole in this boat.
Let's see. You have three rungs left and three gaps of 7 inches.
Rung=3 inches. 3x3=9
Gaps=7 inches. 3x7=21
9+21=30
30 inches before the water enters the boat.
2.5 inches per 72 minutes
72 divided by 2.5=28.8
28.8 minutes=1 inch
28.8x30=864 minutes.

If the latter is attached to the boat, the water will never go in the boat because it floats
