OK, so let's use 25% for example.

Let's take a random number. Say, 25. To change 25% into a decimal, you basically drop the percent sign and move the decimal to the left twice. So 25%=0.25. To change 25% into a fraction, you again drop the % and put 25 over 100, so 25/100, which reduces to 1/4. You do this even if the number is > 100.

first, you have to convert the percent to decimal form in order to convert into fraction.
example:
88%
to make 88% a decimal, move two places to the LEFT.
that makes it 0.88
got it?
after having 0.88
read the decimal
that would be eighty-eight hundredths.
now, to make it a fraction, use 88 as the numerator and 100 as the denominator.
this is because the last digit falls in the hundredths place..
but if you have..
0.1
that would be one tenth, meaning one will be the numerator and 10 will be the denominator..
so back to the 88/100 as the fraction..
in order to simplify it: divide both the numerator and denominator with a number that is divisible by the two.
try 2.
88/2 = 44
100.2= 50
now 44/50 can still be simplified.
try 2 again.
44/2= 22
50/2= 25
22/25 can't be divided further so that is the simplified one.
