I suppose it depends on where you live. In Canada, you can DEFINITELY not get accepted into a community college. My local community college has a two-year wait list for the most popular programs (such as Applied Communications and some of the trades).

Yes, but the chances are very slim. Almost everybody gets accepted into a community college.

no even high school students can enroll in community college...but not many degrees are worth a lot unless from a university..there are not a lot of well paying jobs with an Associates Degree.....

i think not. the person will probably have to take remedial courses to get the up to speed to do college work.

yes like 4% chance...
but, they'd have to be like the worst grades like barly passing.
too many absenses, or not sent the required forms or taken the required tests. or havn't graduated from high school
