I've wondered this all my life. Is it because pp really stands for paper and therefore the abbreviation comes from its two Ps?

Page is usually abbreviated to 'p', hence more than one page is 'pp'
as in p.1 and pp 10 - 16.

Also 'f' stands for 'folio', meaning a folded sheet, which usually means a number of pages, depending on the way the book is bound. 'ff' stands for 'folios'.

Shakespeare's 'First Folio' refers to a book where the sheets were folded once to make four pages to a sheet before being bound. 'Quarto' means folded into four (eight pages, double sided). For the binder's use, a number was often printed on the sheet so that he could see what order to bind the book in. This is called the folio number, so the first 16 pages of a quarto book would be called ff 1 - 2 or pp 1 - 16.
