The best PHP framework is no framework. You said it yourself, the less overhead, the better. PHP is not Java; you can get by quite nicely without a framework.

I think the best is Zend Framework http://framework.zend.com/. It has support of a number of major corporations (http://www.zend.com/partners/strategic_partners) and has a very bright and promising future. Zends involvement with working towards providing a fully functional PHP Integrated Development Environment framework for the Eclipse platform (http://www.eclipse.org/php/) signals integrated support for the Zend Framework within the Eclipse IDE.

PRADO by http://www.xisc.com/ also has a nice component based model.

Well the question is quite bland. There are so many frameworks out there, and most of them are usualy specific to one type of use. Check out http://www.google.com/search?hl=en&q=php+framework&btnG=Google+Search for a list of frameworks.

The most frequent one i use is Zend and AJAX.
