Why would opera work but not ie or netscape?

Netscape and ie wont load webpage but opera well. Why is this happening?

The page programmer has written only for those with Opera. Someone really wanting everyone to see their page will write universally.

Some designs use applets, that only work on specific browsers.

can you be more specific. If not just re-install opera.
