why on your 18 or 21 b-day you still cant buy ciggeretes or beer till after twelve midnight???????????

Because after 12 midnight they are positive that you are 18 or 21, i guess. It doesn't seem like it would really matter but I guess if you were born at 11:59 pm, they know that you are 18 after 12 midnight. I don't know this is just the only reason that I can think of. Don't drink or smoke, though, it can kill you!

The same reason that the mellenium didn't really enter the 21st century until 2001.

The first year counts as "zero", so it has to be completed for it to be "one year"
To understand it better, you weren't one year old the moment you were born. You were 1 AFTER the year had transpired.
So that whole day needs to be over with for you to have turned 18 or 21.

Maybe it has something to do with the time you were born. I was born at 9:03pm, so maybe technically I would not be able to buy the beer until 9:03pm on my 21st birthday. That does not seem right though. How are you going to celebrate with a little bubbly if you can't do it on your birthday? Hmmmm.

On my 19th birthday (when I became legal) I walked from school to the L.C.B.O (Liquor Control Board Ontario) and bought myself some coolers (grapefruit and vodka drink) and enjoyed them at home with some friends. Good times. (as it turned out, I drank more when it was illegal for me to drink than it was when I am legal)

You have to be over the age of first before u can, not on or before.
