Aside from learning html, you can sign up with a hosting site that offers templates, such as freewebs.com
You choose color scheme and fonts etc, and they generate the code for you.
Of course, if you want to learnt html, there are plenty of sites that offer basic html tutorials (html being the code that alot of webpages are written in)

You can learn basic html, but if you can do more things, you can check out Mambo, a php development enviroment.
