There is no hard and fast rule in this regard. In fact, all things being the same an incoming President would prefer to retain the old guards in view of their long experience in the matter. Theoretically,however, the incoming incumbant is entitled to completely overhaul the set-up.

I know one that worked for Bush Sr. he was then used on a non Presidential mission, came back when clinton was in charge. He met him a couple times and decided to quit. Said he wouldnt work for that SOB. So I guess its possible but.....
