Is it always best to convert from fraction notation to percent notation by the first finding decimal notaion? Why or why not?

If you are trying to find a percentage, then yes. It's the easiest way to do it. If you are supposed to be working with fractions keep it in fraction notation. I used to do everything in decimals and then one year I had to use fraction notation for everything involving fractions. It was kinda hard to re learn all your habits and processes.

it is easier because then all you have to do once dividning the numerator by the denominator all you have left is to mutliple by 100 which is simply moving the decimal point twice. the only time its easier the other way is on its in simple fractions like 1/4-25% 1/2-50%- 3/4-75%

I would stay with the fraction until you have got the smallest fraction you can get then get an actual answer. I always go with 3 decimal places.
