Subract the fraction from the whole. The original and the "answer" are the two parts of the ratio. If your teacher wants you to simplifiy the ratio, you will then need to divide the larger # by the smaller.
EX1. 7/7 - 4/7 = 3/7 Ratio is 4:3. If it needs to be simplified you need to divide 4 by 3. You would get 1.33:1.
EX2 7/7 - 6/7 = 1/7 Ratio is 6:1 and is already simplified.

Are you looking for percentages or rations.
Generally, 4/7 would be a 4 to 7 ratio also written as 4:7.
If you are looking for percentages, then 4/7 equates to 57%, using division.

since it is out of 7 and you have 4 of something and 3 of another thing (7-4 = 3), then the ratio is 4:3
