The pulley is put of the water pump and will not come off. There is a spacial tool to pull it> It goes in on the back side of the pulley (the impeller side ) and turns the pump body. This is the North star style engine is it not?Snap on Mac tools and other tool company's make this tool.It will not come out with out this tool do not force things in it to move it you will break the casting .

The tool is the same one used to remove the power steering pulley.

AutoZone will "rent" you one. Really they loan 'em free, you just have to put up a deposit. Return tool in good shape get back deposit!

If you wish, you can order the tool (actually "tools" one to remove, one to install) from GM. The part #'s are:

J-38825 remover
J-38823 Installer
