An offside is when a player crosses the blue line before the puck and the whistle is blown and a face off is taken just out side the blue line at one of the dots.

A penalty is any illegal action usually physical hit to the head tripping etc. or bad sportsmanship the player is sent to the box for a period of time accordingly, 2, 5,10 minutes or the rest of the game or multiple games.

The general spirit of the offsides rule is to keep teams from just having a guy stand in front of the goal and have passes tossed to each other all game. The rink is broken into 3 zones the attacking zone neutral zone and defensive zone.
If there is an offensive player in their attacking zone before the puck gets there then they are offside. IE if a Ducks skater is trying in the zone where the opposing team's goalie is before the puck gets there once the puck gets there he is offside the whistle is blown and a face off occurs outside of the zone.

Offsides is when an offensive player crosses the blue line before the puck. The penalty is just a face off - I think it's in the neutral zone - toward the side favoring the team that was on defense.

Plain and simple you can't cross the offensive blue line before the puck or you're offside. Offside is not a penalty, whistle blows play stops and face off happens in the neutral zone, unless ruled intentional offside then face off comes back down to your defensive zone. There is also a delayed offside (or like someone mentioned already tag up.) Essentially it gives you time to clear the zone without resulting in a stoppage of play.

For the team that has the puck, when that team is skating over the other team's blue line, then the person on the team who has the puck has to be the first person on their team to go over the line. There can be a tie and that's OK - in other words, the player with the puck and a teammate or teammates can go over the blue line at the same time. But if a teammate of the person with the puck has already completely crossed the blue line and is the other side of the blue line, then the team is offsides.

lets keep it simple...if a player enters the offensive zone before the puck crosses the bluline offsides is called. no penalty is given...results in a faceoff in the neutral zone at the blueline.

Offsides is not a penalty for a player, it is just an occurrance when any player is ahead of the puck in the offensive zone. the resulting play is a face-off on either side of the rink just before the blueline of the offensive zone...
