Its still a bit of a legal grey area because file sharing sites (as in the torrent ones) dont actually hold the copyrighted files. They just hold the torrent files which are then used to get the files off peoples pc's
and add you as a node in the network.
There are moves to change this though

it depends on where you live and if the files are copyrighed, as far as i can remembed the ONLY country that allows legal sharing of copyrighted files is canada although, illegal downloads through p2p (peer to peer) networks is so common that people feel they can get away with it/forget its illegal ect ect that in time they do get tracked down and caught, the only exception is if the files being downloaded are NOT copyrighted

Peer To Peer ( P2P ) Is an illegal thing yes , but nowadays everybody does it that people have forgotten that its illegal. Especially when it comes to downloading music . This is the same thing as stealing except done in a different way and people don't realize that they are stealing the hard work of many singers.

no, but the people using them can be if they choose to share licensed products...
most sharing sites have a disclaimer on the installation saying that you will not share any licensed product...
so they are not, the people who are sharing the copied tracks and games and programs are.

If you mean torrent sites -- yes - technichally they would be considered illeagal in the US -- that is why they are all hosted elsewhere.
