One of my larger barbs is being picked on by a newbie. Little one attacked big one and chewed up his fins. He gets around fine with his tail, albeit a little slower than his tankmates. I don't know if it's dumb to ask if they will eventually grow back?

They should grow back, add some melafix to help with the healing and to prevent infection. How many tiger barbs do you have? They need schools of 5+ (the more the better) to spread out their aggression. If you only have these two, he'll probably keep getting picked on. Good luck.

It may survive and the fins grow back if the aggressor does not continue attacking it. It should be isolated and the water into which it is placed medicated to prevent infection or fungus. It would be helpful to keep the fish near the top of the temperature range it enjoys and be certain its water is well filtered and that it is well fed while it recuperates. If you leave it in the same tank with the same tank mates, it's a goner.

Yes. Take the attacker away from the tank until he gets better.
