For a sitcom, possibly, though it was clearly aimed at the masses. A more sophisticated situation comedy was The Fall and Rise of Reginald Perrin, starring the late Leonard Rossiter.

For a comedy variety show, I would suggest The Two Ronnies, starring Ronnie Corbett and the late Ronnie Barker. This show had some great well-constructed wit e.g. the "four candles" hardware store sketch, and the morris dancers folk song.

Hands down, The Vicar of Dibley. Other than oblique references to British culture that didn't translate across the pond, Dawn French and company were laugh-out-loud funny no matter how many times you'd seen them. Where else could a Rosanne Barr act like Madonna and be sexy, funny, intelligent and loveable?
