Penalties for child molestation are found in the California Penal Code. Penal Code section 288 is lewd and lascivious conduct with a child. You can find this online at www.findlaw.com, among other sites.

As for your essay topic, you might start by reading about California Prop 83 that purports to be a solution to reoffending child predators.

I agree that we as a society do not want to have child predators offending or reoffending ever. Is the answer locking them up and throwing away the key? How do you determine who is a predator vs. for example, a crime of opportunity. Is there treatment that would be more effective in reducing the risk of re-offending?

Should, should, should. Whenever you're should-ing on someone, you're just getting off on righteous indignation. It feels good but doesn't solve the problem. The fact that you don't even want to do this little bit of research to find out the penalty, is indicative that you're not even going to come up with an original idea. By the time they're caught by or reported to police, how many times have they offended? It needs to be stopped BEFORE that.

Try contacting the Sentencing Guidelines Commission in the State.
I can tell you it will depend somewhat on the defendant's prior criminal history and the type of molestation.
