I don't know the smallest turtle but I have sliders and their water needs to stay around 72-76 degrees so I keep a heater in their tank.

Yes turtles require heating for there water, aswell as a basking light overtop of a land area and a flourescent uvb bulb overtop of the land area also.
Smallest kind of turtle are mud turtles and musk turtles. They only get about 4 inches.

Those baby red ear sliders that you see in kiosks at tourist locations and china town markets do not stay small like the lieing idiots tell people. They actually get very large and require tanks no less then 150 gallons when they are adults. Turtles do not grow to the size of their container.

the smallest turtle is a mud turtle, also called a "stink-pot" turtle because when spooked it will emit a horrible smell. Babies are about the size of a peanut and grow up to be about 3-4 inches. They like to hide in the mud and I think they are nocturnal

yes, room temp water is still to chilly for your turtles
I believe the smallest turtle is the little stinkpot or musk turtle
they really do stink!
