Open an internet explorer, Click on tools, internet options, click on secirity, click on restricted sites and click on the sites button add the website you want to block and click ok. It should be blocked once you restart your machine. ;-)

◙ This is what the US Military and US Inteligence services use. It not only stops you from going to certain sites but also records everyone of your key strokes. You can even get screen shots to see what the screen looks like while they are looking at it. It makes no recognizable files on your hard drive so you can't find or delete it. I'm sure glad I don't have to put up with that. :(

CONTROL PANEL--NETWORK/INTERNET CONNECTIONS--INTERNET OPTIONS--SECURITY--RESTRICTED--Then click the "Sites" button and simply add the URL to the list and click ADD.
That should work!

add that site url to your untrusted sites or add it to parental control
