if a drivers license can be reinstated in one state by paying a very large reinstatement fee and fines can he or she get a drivers license in a different state that he or she has moved to.

Usually you have to have a valid drivers' license from your old state to get a new one in another state without taking the test again. You may be able to simply take the test in your new state and get your license without paying any fine or fee. It depends on the state.

States laws vary, most if you have an out of state license, you bring in your birth certificate and hand over your current license, pay the fee and you walk out with a new one. Since 911, most need to see that birth certificate.
