the first time you gotta find him, to give him mail, go to the old sailor south (down) of the woods, and he'll take you for a ride to dewford town.
to the northwest (up and left) there is a tunnel, it's pretty easy to get to the end (it's a short cave), but you'll probably want to use HM Flash in order to see.

as every one said, hes in meteor falls, but you have to defeat the elite 4 first, then when you enter from fallobor(pardon the spelling),use waterfall to get up,go in the cave,turn to your right, go up a bit, see a ladder, go in ,when come out, find the lower left sector, after going in the ladder, go all the way up and see steven, beware though, his pokemon is super high level, mostly steel types

You'll find him in Meteor Falls after you beat the elite 4. There will be a new part of Meteor Falls so get in there and you'll find him.

hes in the meteor cave hes way far back n kinda hard to find but hes there
