If I buy a CD and throw it away, do I still have legal ownership of the music? Can I go on some web site and download the CD in what would normally be pirated fashion but still be legal?

NO,
If you own the CD and you paid for it then you can legally acquire backup copies of the songs on that CD. However, if you throw away that CD then you have given up ownership and you no longer have the right to download backup versions of the songs on that CD since you have no proof that you owned those songs in a previous format.

If you still have a legal copy of the CD then you can legally download it however if they investigate it is difficult to prove when or if you ever purchased the CD and there is a slim possibility that every song you have downloaded will have been from an album you already have.

News flash, folks: when you buy a CD, you're "renting" the music. You don't OWN anything, except the plastic disc.

I would call that legal. You paid for it, they can't say you didn't, so what would their case be?
