Because they know that though Bush lead the war, he did not do so before a majority of the Senators (of both parties) approved the war. So, most of the supporters of the war are still in power and will keep trying to wage new wars on those weak countries.

The terrorists just had to be thrilled when we played into their hands and started a war in Iraq when Bin Laden was not even there. They must have been quite happy to find out how easy it was to get the US to increase hostilities in the middle east and destabilize the region beyond their wildest destructive hopes. Now, they may be a little concerned about the fact that the US appears to be correcting itself through civilized means. This democracy thing works pretty well when it's not imposed by outside forces. Hmmm... what a concept... non-violent revolution.

They are celebrating I bet. The next 2 years are going to be stagnant in the US. Less will get done while parties bicker at one another. Bella Pelosi will rant while Bush flashes that stupid smug smile of his. Terrorists ain't idiots. They know if they can get a timetable for withdrawl, they will know when to rush in and take over, while bending the country to Iran's will.
