From a hacker.... The only thing you can do with the IP address on the Internet is get a whois lookup. This will get you the owner of the IP Address which is the ISP and not the user per se.

Unless you have a search warrant for the ISP you can not find out the details of the user of that IP address. The website posted above has a whois lookup in it. I perfer other sites like Arin http://www.arin.net/whois but that one will do too. You can try other techniques that would allow you to get the information on him.

Like social engineering. This is a technique that hackers use alot to get information. There are tons of social engineering papers on the internet check them out.

I have other informationn I would like to post here but it would be useless to you if you don't understand alot about the IT Security world. Good Luck.

edit* I post above cause I assumed it was through the Internet. However if it was in a LAN then it is totally two different scenarios.

Maybe. It depends on what service they're using. People on dial-up get a new IP everytime they connect while some broadband services give you a fixed IP address that doesn't change.

Assuming they have a fixed one, you could run a traceroute but even those are known to be inaccurate (mine said I was in Texas). You're going to have to pull more information from your mark then just an IP address.

If this has to do with abuse, then just run the traceroute and find their ISP. Send their ISP an email saying your being abused by someone with that IP address on a certain day and time. They'll take care of it for you.

Yes and no. You could find out what company owns that domain, but often the specific IP addresses are not permanently assigned to just one computer. Most ISPs use temporary assignments. Plus, they won't give out people's names/addresses, etc. because of confidentiality.
You might could get someone or a program to hack into the computer, but there is no guarantee that the person using that computer is the same one that was using it a day or so ago.

The IP address will only to get you to the internet provider. The provider will not provide the client information without a court order. However, if you complain to them about an activity that violates their terms of service the provider may take action.

Yes, but it ranges from easy to hard to do the lookup; easy means simple lookup of some corporate server IP using the link someone else provided here; hard is like FBI's investigation and correlating access logs and subnet lookups to find a hacker sitting in a cafe. But yes it always can be done.
