The illegal fiat dollar is the last thing that an economy should be based on. It is a piece of paper whos value is at the whim of the privately owned banking cartel known as the Federal Reserve Bank. When the Federal Reserve Bank decides to print money, the value of every dollar, imagined or real, on the market goes down. Sometimes, the FRB just creates dollars electronically in accounts and issues them in the form of checks when they are making loans. The whole thing is very precarious and only exists as a result of perceived value on the part of the public.

The Euro is pretty much the same.

That depends on whether their government is trustworthy. If the gov't can be trusted than no, they should maintain control of their ability to set their own inflation targets and adjust for international trade imbalances. If the Brazilian government is not trustworthy than they would be better off with the stability of a currency indexed to the dollar ala the Caribbean dollar.

It depends what you mean.

If you mean they should link their currency to the dollar at a set rate, I say no.

If you mean actually scrap their own currency and adopt US Dollars as their official currency, then yes.
