There's different answers to your question.

If you are 13 years old and emancipated you can babysit legally but, you can be 17 years old and not able to work as a babysitter if you're Mother or Father don't want you to.

I think it's a neighbor to neighbor thing. I thought my neighbors daughter was old enough to stay at my house and watch the pets... She was almost 14, her Dad said no.

My wife and I have had plenty of babysitters for the children over the years, youngest was 15, oldest was 60.

You really sound like you are looking for consent. You need to be 18 to work or have permission from a guardian or parent.
