If from left to right gets bigger or more positive, and from down to up gets bigger or more positive regarding numeric values, then it makes sense to label the quadrants in that manner. You start with all positive values in the first quadrant. Then y values are positive and x values are negative in the second. Then all values are negative in the third. Last, y values are negative and x values are positive.
The assumption is that x is on the horizontal axis and y is on the vertical axis.

I'mnot sure who came up with the idea originally - it was a LONG time ago - but the sections are numbered anticlockwise because the intersecting lines represent positive and negative values:
north east quadrant represents positive values for both x and y, south east quadrant represents positive values for x and negative for y, south west quadrant represents negative values for both x and y, and the north west quadrant represents positive values for x and negative for y.
