I used to own a 73 LeMans, it had a rubber nose, and couldn't mount a plate holder, I ended up using wire to mount the plate. Don't just put it on the dash/windshield, the police will give you a ticket for that. (I tried that) have fun with your goat.

just drill. I'm sure there is some sort of front cover on your car that you need to remove first right? my grand am has that same cover so I assume yours might as well. it doesn't take much really and drilling and screwing is far better and effective than glue or tape. the tape idea is probably the dumbest since it will only last about one season and then fall off causing you to get another license plate.
usually a 3/8 drill bit will do, you won't puncture anything up there so don't even worry about that. drill two holes, or four if you want to, and then either get a bracket from autozone or pepboys and voila. even when you sell the car you'll still have the front license cover to cover up the drill holes if you move to another state. and if you sell it in the state you're moving to then you'll be doing the next owner a favor anyways

Seen a couple of GTO s with the plate mount on the air dam under the bumper. If you cut the plate top and bottom slightly you can get better ground clearance. Still have to drill holes but cheaper to replace the air dam then the bumper

try double sided tape. It is used widely in the autobody industry to hold emblems and other items stuck on your car when they are repaired in the body shop. They can be peeled off and moved and hold up pretty good in the long run. Just find a license plate frame that will fit your vehicle and put the tape behind it in any flat area you can find. As a body shop tech I would recommend using only 3m brand double sided tape available relatively cheaply at any auto parts stores.

I work as a car salesman the best if you don’t want to drill holes you can use good quality Velcro I am in WI front plate is required but you don’t get pulled over for it unless you are donning something.

fasten it straight to the bumper with sanitet silicone.
I know it sounds crazy, but the fact is that it will easily hold a light plate and the stuff is used for much harder fastenings in industry, so just do it. When you have to take it off, youll get it with using some pulling force, and the silicone will leave with no trouble at all with asetone if not scraping with nails..

I hate to tell you this, but you need to drill it - there is no other way. You will also be reducing the potential for damage that way - think about how much those zip ties will be scratching your paint in that area! Plus, how are zip ties going to look on the front of your vehicle? Pretty crappy, I'd say!
