If you want your computer running a more recent version of windows to run windows 95, you have to find a installation Cd of windows 95 and reinstall it on your disk, or on a new partition.
If you choose to install it on your current partition, you will prefer to format the disk beforehand. This will destroy you data on it, so beware.

If you are running Windows 95, Windows 98, type:
copy himem.sys c:\windows
If when typing any of the above commands you receive a prompt that the file already exists, ensure to overwrite it.
Reboot the computer; if the issue continues to occur, verify that the config.sys is properly setup. The line himem.sys should read:
DEVICE=C:\WINDOWS\HIMEM.SYS
