Also, make sure the neckline isn't too deep or it may flatten out your delicate bustline. It should hit right above the knee for the longest leg line, but don't go too short (mid thigh or higher) because that will shorten your torso. A strapless dress can make a petite woman look flat, while straps might make your shoulders look too broad without doing anything for your neck and chest.

Yes, go for a halter with a tight waist and one that maybe flares out at the bottom and is a little bit short. Kind of like a Marilyn Monroe style dress. It will make you appear to have more curves.

A halter top is always flattering. I would get a halter top, with an empire waist (high waist) and flowing skirt. This is a very feminine style. The high waist will make you appear taller.
