Depends on whether you are in England and Wales or Scotland as legal structure are quite different. In Scotland a child who has suffered abuse (i.e. been offended against) is usually referred to the Reporter to the Children's Panel. They will seek reports and decide whether case need to go to Children's Hearing or whether it can be dealt with within Social Work Department. The Children's Act (Scotland) makes it a legal obligation that anyone working with children who suspects abuse of any kind (physical, sexual. emotional, failure to thrive etc) to report the abuse. In Scotland it would be a Children's Hearing that would decide whether child should be placed under supervison and whether child should be removed from the family and where they should then be placed. If social workers, in emergency, remove a child to a place of safety then a Hearing must be convened within 48 hours. A hearing can request reports from health visitors, schools, psychiatrists, social work, care unit, behaviour therapists etc. It can also appoint a safeguarder who will interview a number of family members and put an independant report to panel. In the management of the child there could also be involvement with community workers, youth workers, social workers, befrienders, family members, friends. The list is almost endless as a Children's Hearing can seek any remedy that it belives is in the best interests of the child.
