Can anyone tell me how to do it, like what materials I'd need?

After the paint is making the design you want you lay a piece of paper over it and the design transfers to the page.

I know the process for marbleizing paper you are talking about but am not sure what the additives to the water are but here is a similar, easy way to decorate paper: fill a tub about the size of the paper you want to decorate with a thick layer of shaving creme then add dots of colored ink ( from bottles of ink pad refill inks) in a random pattern. Using a craft knife or the blade of a butter knife, draw lines through the ink dots, pulling the colors into marble-like patterns. Lay a piece of card stock on top and smooth out being sure the whole surface comes in contact with the shaving creme. Lift the cardstock off gently and lay plain side down on the counter and use a piece of cardboard to scrape the shaving creme off the surface of the paper. If you have to scrape more than once, wipe the creme off the cardboard squegee in between. Blot off the rest and let cardstock dry. The design you created on top of the shaving creme should now be on your paper.
