Well, you need a HTML editor, which can technically be just your notepad application, but unless you are fluent in HTML that is not a probable solution, Applications like MS FrontPage or Cold Fusion are common web dev apps. Once you have your page created, then you neeed a place to store the page for viewing. Most Internet Service Providers will provide this space and give you an address for free. Once you have the address and space alocatted, then you must reserve a domain name. A domain name takes an adress which is numerical and relates it to an alpha-numeric sequence, hence 901.01.09.031 becomes Yahoo.com. Once you have all of this you should be able to type your domain name into your browser space and call up your page. The page can be managed or changed through your HTML editor like Front page. You can get one from a site like www.geocities.com. When you purchase the web site, the URL will probably look like 'www.geocities.com/mywebsite'. If you want your site to have www.iwantaname.com or something like that, you also have to purchase a domain name through a company like namesecure.com. If you don't purchase a domain name, users will have to use the 'geocities.com/mywebsite' approach to view your site.
