Yes, if it is marked as being plated with 24k gold, then it probably is--especially if it is coming from a reputable manufacturer such as Citizen.
Plating with 24k is very simple and is very, very common. The FTC regulations define gold-plating as a transitory, impermanent finish. That impermamency has to do with the plating process more than it does with the karat value of the gold used to plate it with. A plated object is either dipped or sprayed with a plating solution, often using an electric charge to adhere the plating solution to the piece.
Although 24k gold is too soft to use for jewelry, the layer of plating of gold on a plated piece is so incredibly thin that the karat value of the plating makes no real difference in the life-span of the plating job.
The reference to goldfill/rolled-gold above misses the point of why a rolled-gold piece is a more durable covering of gold than a plated piece. It is because of the process. Rolled-gold is a metal on which a layer of gold has been bonded by fusing. The resulting ingot is rolled or drawn to make sheet or wire. The gold used is normally either 12k or 14k. Standard practice is to clad the base metal with 10% (weight) of either 12k or 14k gold, resulting in metal that is 5-7% gold.

no not at all! 24 carrat gold is useless for making any ornaments or even for coating because it will be soft form. Usually, people use 22 carrat gold for most of these purposes. For watch coating people may use around 85-95% gold. For ordinay watches even 14 carrat gold is used.

Gold plating gives a gold color and brings corrosion resistance in very thin layers---as little as 20 nanometersthick. So yes, it's real gold, but the amount in each watch could be much less than a milligram. The value of that much gold is small---pennies.

In USA they have to tell the truth or they pay big penalty. If they are caught.
You sure it is 24 Carat gold?
Gold is soft mettle so 24 carat plated cannot stand up, it will rub off. 24 carat rolled gold will hold for some time but have to be very thick film
18 or 14 carat more like it or it can be Rolled gold or Plated.
Electro Plating is in .001 to .003 inches thick.
Vaccum flashed plating .0003 to .0005 range.
Rolled is in .01 to .03 range
