I don't know who Phil Hendrie is. And being almost completely deaf doesn't help as far as your impersonating others is concerned. My suggestion is to get video feed of those you wish to poke fun at and study them. Study their facial expresions and their speech patterns. Then, study yourself in the mirror and finally, practice in front of family and friends or take it out in public -- sort of impromptu. Best of luck!
