Probably not a wise choice. Illegal is just that, illegal. The power companies are like the IRS, they catch up with you eventually. There is a way to do this, though not advisable. Electricity can kill. It's not like sticking your finger in an outlet. Much more power at the box, so don't try it. Check to see if there are some sort of advocacy groups in your city to help out with paying utility bills. Or with legal advice or assistance. Depending on the reason your electricity has been off for a month. The power companies don't usually make that big of a glitch that isn't remedied in a couple of days. In the meantime, can you coax a neighbor to let you at least run an extension cord for a lamp or microwave or something? Otherwise, the only advice I could give you is to pay what they want, get it turned on and then see about restitution for the time it's been off if's it's not your fault. Good luck.

It's easy to use jumpers but, in the first place it's illegal and sometimes a jail sentence goes with the fine. It could be dangerous for both the electrical guy hooking your power back up if he didn't know you had jumpers on it, it could blow up. I've seen it.
I'm sure if you went down there with your I.D.'s and some money, you'd be hooked up right away. Be patient.

Every state has a public service commission that all public utilities answer to. A complaint to the commission usually gets the monolopy jumping like a whore in a church!

Rent a generator and stick it out back and run your extension cord inside. It's safer, legal, and will cost less in rental fees than the fines you face for tampering with your meter.

If you're making the payments, but they're posting them to the wrong account - - then it's their fault. You need to raise hell and put your foot down. That's ridiculous. If you have to, pay a "friendly" visit to their office.

Please don't try to do this. I know someone that was KILLED trying to do this very thing.
If I were you and the outage isn't your fault, I would camp out at the power company until someone helped you figure out what happened.

You will not be able to turn it on yourself.
You need to call the police, they will direct you to the proper authorities. (don't call 911, for crying out loud).
Or look in the phone book for some sort of government power authority, or watchdog agency.
