Maybe because they expect people to accept their arguments without any real proof. Most conspiracy theorists will point to odd details and build a complicated theory out of it. They speculate on what may have happened but expect these speculations to be treated as fact. They have no way to prove their theories but believe them to be the truth.

Another thing is that you will have so many different theories on a subject pop up, yet only one of them can be true. This means that if there are 20 theories then 19 people are wrong. People can see this and realize that if 19 conspiracy theories are wrong then it could as well be 20 thoeries.

Finally, no conspiracy theory has been proven correct. At least no large scale one that I know of. There may have been some things on a local level, but not on a national level. The government has never been proven of being committing any outlandish feats.

Something else that is sad, is that these people will dedicate their lives to proving their ideas correct. They will believe in something that is unprovable and more than likely not true.

How could the US government cover up a fake moon landing but not be able to cover up Watergate? How could the US government so efficiently take out JFK but never touch Fidel Castro? How could the US government hide an alien crash landing at Roswell, but allow the Soviets to get ahead in the space race. As far as I know, the government is a bureacratic mess that is horribly inefficient. Pretty much bungles anything it touches. I don't know why people could believe that it could ever expect to hide anything of importance.
